In a significant move to support government servants posted abroad, the Finance Division has issued an Office Memorandum amending the long‑standing medical treatment policy for dependent parents of officials serving in Pakistan missions.
The amendment, dated February 12, 2026, revises the provisions of the earlier U.O. No. 715‑R‑10/84 (dated October 31, 1984) to increase financial coverage and streamline approval processes for specialized medical care.
If you are a government employee serving in a Pakistan mission abroad, or are planning to join one, this update directly impacts the healthcare entitlements for your dependent parents.
Key Highlights of the Amendment
The revision introduces clearer financial limits and procedural requirements for medical treatment of dependent parents accompanying the official to the station of posting.
1. Routine Treatment Covered
During the official’s stay abroad, dependent parents will continue to receive ordinary / routine medical treatment at the place of posting at government expense.
2. Special / Extra‑ordinary Treatment (Above USD 1,000)
For any special, abnormal, or extraordinary treatment including surgery—where the expenditure exceeds US$ 1,000, the following applies:
The official must initially pay the amount exceeding USD 1,000.
Reimbursement will be processed through the administrative ministry to the Ministry of National Health Services and Coordination / Finance Division.
3. Government Liability Cap (New)
The maximum liability of the government for dependent parents of officials/officers is now set at US$ 15,000 per station of posting.
Any expenditure beyond this amount will be the official’s personal responsibility.
4. Prior Approval Mandatory
Except in genuine emergency cases, reimbursement will not be allowed unless prior approval from the Finance Division has been obtained.
Why This Matters for Government Servants
Increased Financial Protection: The explicit cap of US$ 15,000 provides clarity and ensures that predictable government coverage is available for serious medical events while posted abroad.
Clear Process for High‑Cost Care: The amendment removes ambiguity by specifying the role of the administrative ministry and the Finance Division in approving and reimbursing expenses beyond the routine threshold.
Emergency Provision: The exception for emergencies ensures that critical care is not delayed due to administrative formalities, though officials must still follow up for reimbursement.
Who Is Affected?
This policy applies to government servants serving in Pakistan missions abroad (diplomatic and consular posts) who have their dependent parents staying with them at the station of posting.
The amendment supersedes the relevant portion of the 1984 instructions and is effective immediately upon issuance.
Practical Advice for Officials
Document Everything: Keep detailed medical records, receipts, and correspondence for any treatment exceeding USD 1,000.
Seek Prior Approval: Unless it is a life‑threatening emergency, always obtain prior approval from the Finance Division through your administrative ministry before authorizing high‑cost procedures.
Plan for the Cap: Be aware that any costs beyond USD 15,000 per posting location will be borne personally. Consider supplemental health insurance if you anticipate higher medical risks for your parents.
*Disclaimer: This post is based on Office Memorandum No. 715‑R‑10/84 (Amendment) issued by the Finance Division on February 12, 2026. Officials are advised to consult their respective administrative ministries and mission authorities for implementation details and any further instructions.*
