• Civilians paid from Defence Estimates
• Contract employees employed against civil posts in BPS

• Subject to Income Tax deduction
• Admissible during leave and LPR (except extraordinary leave)
• Not part of emoluments for pension/gratuity calculations or house rent recovery
• Not admissible during posting/deputation abroad
• Payable upon repatriation at the rate applicable had they not been abroad
• Basic Pay includes personal pay from annual increments beyond pay scale maximum

Implementation and Funding

According to the notification signed by Sandia Kanwal (SO Implementation), all Ministries/Divisions/Departments must accommodate this allowance within their existing 2025-26 budgetary allocations. No supplementary grants will be approved specifically for this allowance.
