Ad-hoc Relief Allowance 2025: 10% Increase for Federal Government Employees
The Ministry of Finance, Pakistan has announced a significant financial relief for federal employees through Office Memorandum No.F.1(1)IMP/2025. Effective from July 1, 2025, all eligible employees will receive an Ad-hoc Relief Allowance 2025 at 10% of their running basic pay until further orders.

The 10% Ad-hoc Relief Allowance applies to a wide range of federal employees:
- Armed Forces Personnel (Army, Navy, Air Force)
- Civil Armed Forces (Frontier Corps, Rangers, etc.)
- All Civil Employees of Federal Government
- Civilians paid from Defence Estimates
- Contract employees employed against civil posts in BPS
Important Conditions
- Subject to Income Tax deduction
- Admissible during leave and LPR (except extraordinary leave)
- Not part of emoluments for pension/gratuity calculations or house rent recovery
- Not admissible during posting/deputation abroad
- Payable upon repatriation at the rate applicable had they not been abroad
- Basic Pay includes personal pay from annual increments beyond pay scale maximum
Implementation and Funding
According to the notification signed by Sandia Kanwal (SO Implementation), all Ministries/Divisions/Departments must accommodate this allowance within their existing 2025-26 budgetary allocations. No supplementary grants will be approved specifically for this allowance.
